Solid waste management plant inaugurated by CM
ITANAGAR, Mar 7: Chief Minister NabamTuki inaugurated the Urban Development Department’s ambitious project for solid waste management at Chimpu, near here today.
“Personally this is a dream come true for me. Now the smoking garbage dumps welcoming visitors to the state capital will be a thing of the past,” Tuki said in his brief address at the inaugural function while congratulating the engineers and officials of the UD department for finally completing the project.
Tuki, during his tenure as Minister of UD sometime in 2006, had the opportunity to visit a similar project in Shillong undertaken by the Anderson Biotech Pvt Ltd. Since then he had been pursuing to set up a solid waste management plant in the state capital keeping in view its fast growth rate.
Finally, he dedicated the plant to the people today as the Chief Minister, which he had initiated as the Urban Development Minister.

Measures taken to improve security for North East people
ITANAGAR, Mar 7: In a bid to curb incidents of crime against women and people from the northeastern states residing in the National capital, Delhi police has imparted special training to 37 representatives from the region to ensure their security.
With the aim of creating awareness and help people from Northeast, who are subjected to harassment, the Delhi police led by Joint Commissioner (Training) Robin Hibuhas ensured that measures are taken to protect them.
"During the training 32 student representatives from NE were selected as representatives of their respective states whom people from the region will contact in case of any emergency to coordinate with the police in case of any problem in Delhi," Hibu, an IPS officer from Arunachal Pradesh informed in a release.
The Delhi Police has initiated several measures for providing security to working women including, directions under section 144 to BPOs and Call Centers to drop the female employees at their homes, dedicated phone lines, PCR to drop stranded women to their homes after sun set, lady police help desk at all police stations, among some, besides fast tracking of rape cases, Hibu said.
"We are also planning to issue separate standing order procedure based on zero tolerance policy for the safety and security of NE students and others residing in Delhi besides appointment of Joint commissioner and Inspector General of police level officers as chief coordinators for security of NE citizens in Delhi," he said.
"We are also contemplating to introduce 155 emergency response vehicles (ERVs) patrol for assistance in crime prone areas and special training to the beat staff of North and South districts where maximum NE citizens are residing," Hibu added.

CoSAAP has been demanding for release of adhoc bonus for non gazette employees, enhancement of retirement age, grant of transport allowance, house rent allowance, children education allowance, LTC as per all India norms, grant of Rs.1000 per month as medical allowance with provision to reimburse genuine operation cases, indoor patient expenses etc., review of lateral entry system in APCS (EG), creation of more supporting posts in district administration centre and among others.
Meanwhile, Pate Marik, Secretary General, CoSAAP has empathetically apprised the Governor that the state govt. officers and officials during the month of February and March every year have to work under insecure conditions and tremendous pressure due to threatening from various individual/groups stated to be unemployed youths demanding for cash or awarding supply/contract works. “Officers are working under tremendous pressures from such pressure groups and as such employees and their family are physically and mentally tortured. There have been some cases of physical assault and destruction of govt. properties by such pressure groups,” the CoSAAP Secretary General claimed and appealed to the governor to empress upon state govt. authorities to provide adequate security in the govt. offices and official residences during March every year so that employees could discharge their duties without feeling insecure.
The Governor has assured to take up the matter with authority concerned for prevailing peaceful working atmosphere.

ITANAGAR, Mar 7: Governor JJ Singh today advocated taking up rubber cultivation on a mission mode to boost the state’s rural economy.

Altogether 170 participants, including officers and officials, PRI leaders, teachers etc. attended the training cum workshop.
Resource person Dr T Matey explained in details the relationship between health, water and sanitation through PowerPoint presentation. He informed that 80% of the disease is caused by drinking of contaminated water and 90% of disease in Khonsa is found water borne. Moreover, many of the diseases in rural areas are caused due to poor sanitation practices. He advised the participants to maintain good health through goo hygienic practices.
DoiTarak, Consultant, PHE & WS Division, Khonsa highlighted the role of PRI/ VWSC in the management of drinking water supply and sanitation through PowerPoint presentation. He informed that NRDWP is nation's flagship programe meant for potable water supply while TSC/NBA is for sanitation.
For effective implementation of the programmes, there is need for involvement of PRIs. Accordingly, NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply system to PRIs. To achieve this goal of drinking water security, the VWSC (A village level standing committee for water & sanitation) are to take necessary training and technical support from Block Resource Center (BRC) and District Water and Sanitation Mission (DWSM) so that they can mobilize & educate communities.
Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology, chlorination and boiling can be used for disinfection of water. However, these methods are not ideal for chemical contamination of water. In such cases FTK is required for the testing. He also informed on how to collect water sample and what parameter to be tested using Field Test Kit (FTK).
YK Singh, AE, PHESD, Khonsa gave detail note on composition and functions of VWSC, BRC, DWSM & SWSM through PowerPoint presentation. He also advised to share whatever they learn from the training to everybody for full involvement of mass in achieving people centric nation's programme for water and sanitation. He added that if water is life then sanitation is health.
Attending as resource person, TesahTangjang spoke on concept and component of sanitation through PowerPoint presentation. He informed that there are seven components of sanitation viz: handling of safe drinking water, proper disposal of waste water, proper disposal of human excreta, disposal of garbage and animal dungs, home sanitation and food hygiene, personal hygiene and village sanitation/ environment sanitation.
Resource person GangphenBangyang detailed about different types of low cost sanitary toilets through PowerPoint presentation along with portable models. He encouraged the gathering on construction of pour flush toilet in elevated house instead of pigsty toilet and sought to popularize it as Sanitary Arunachal Toilet(SAT).
WangjatKuma, ZPM encouraged the participants to take maximum benefits out of the training programme.
NonglinNgowa, Laboratory Technician (LT), PHE & WS Division, Khonsa and LilimaiDeka, LT, PHESD, Deomali gave demonstrative training on how to use and measure the chemical reagents while handling the Field Test Kit(FTK) for water quality testing.
All the trainees were distributed IEC matrials (Calender, post card, leaflet, booklets, and folder with sanitary message) and FTK in GP wise.
Chairing the programeLorangLoham, ZPC, Khonsa encouraged the participants to give importance and attention to such kind of training for the welfare of community.
Altogether, 800 trainees have been trained on management of drinking water, sanitation & FTK training. FTKs were also distributed in all the GPs of the districts along with around 8000 IEC materials.

One beaten up at Ziro, arrest of assaulters demanded

DAPORIJO, Mar 7: A person from Daporijo was mercilessly beaten up in the office chamber of PWD Ziro division by a group of person while he came to participate in tender bidding under recent SPA scheme of Raga PWD Sub Division. This was stated in a complaint lodged at Ziro police station.
Upper Subansiri ANYA president Komji Murtem alleged that a group of persons entered office premises, brutally beaten up and snatched valuable tender documents and cellphone from a person at around 10.45 am on March 4 who came from Daporijo to procure information and participate in the tender bidding. Later the injured person was rushed to Ziro hospital for immediate treatment.
Two leaders of the group have been identified and FIR was lodged against themon same day under 341/325/34IPC,case no.B/13 , but no arrest was made and duo were found actively participating in the tender process after the complaint lodged at police station,he added.
Meanwhile, ANYA Upper Subansiri district president informed that despite written complaint lodged to Lower Subansiri Deputy Commissioner to cancel the schedule tender date after witnessing the tense situation but tender bidding has been actively going on.

Protect the interest of indigenous tribes in Lohit: SUMA
ITANAGAR, Mar 7:Students Union Movement of Arunachal Pradesh (SUMA) has urged the Chief Secretary of Arunachal Pradesh to take effective measures for solution to grievances of indigenous tribes of Lohit district.
In a representation addressed to the Chief Secretary, SUMA, while referring to joint public memorandum submitted on February 18 last, said that the Chakma refugees have created terror and disturbed the prevailing law and order.
Pointing out the recent gang rape of a minor girl, kidnapping of a school principal, the SUMA said that grievances of many organisations like All Tai Khampti Singpho Council, All Tai Khampti Singpho Students Union remained unheard till date. Chess Championship-
The Arunachalee players have even defeated some FIDE rated players in the championship, informed All Arunachal Pradesh Chess Association.

Mahila Cong organizes rally at Kanubari
ITANAGAR, Mar 7: The District Mahila Congress Committee of undivided Tirap district has organized a first ever district Mahila Congress rally at Kanubari, a border town under Longding district on March 5 in a befitting manner. Thousands of Mahila Congress workers with their traditional attires took part in the rally. The main objective of the rally was to generate awareness among the women community of the district in politics and for right to education among the girl child. PWD Minister Chowna Mein graced the rally as chief guest.

DRDA staff reiterates demands, threatens stir
ITANAGAR, Mar 7: All India DRDA Employees Association of Arunachal Pradesh State Unit has reiterated its charter of demands and urged the state Govt to fulfill it within March 11.
In an appeal letter to Governor and other authorities concerned, the AIDRDASWA –AP resented that it had submitted charter of demands earlier urging the Govt to initiate action within March 10, but there is no any positive response from the state Govt till date. The Association AP unit further said that it will have no other option but to launch a massive five days pen/tool down strike from March 11 in all DRDAs as its first phase of agitation if the Govt fails to fulfill its charter of demands within March 10. This will be followed by indefinite strike.

The United Nation’s World Food Programme has listed out ten facts about why women empowerment is necessary to tackle hunger and malnutrition. Women are often victims of hunger. They also have a crucial role to play in defeating hunger. As mothers, farmers, teachers and entrepreneurs, they hold the key to building a future free of malnutrition.

Panchayat leaders should be from village based
Dear Editor,
Through your esteem daily would like to share few things with my fellow citizen. No democracy can be complete without empowering its people, and for a country as diverse as India it is all the more important to put in a system wherein people are empowered down to the villages. Gram swaraj as advocated by Mahatma Gandhi or Panchayati Raj that we see today is the answer to such a set up of our country which ensures that democracy & development percolates down to the grass root level.
Along with rest of the country Panchayati Raj in Arunachal too has a chequered history. Traditionally we had local councils of different pattern in different tribes of our state to settle disputes and initiate community works at village level. However, these councils suffered a steady decline later under British rule. Nothing changed much post independence either. A clear shape to local self governance in the form of Panchayati Raj in Arunachal Pradesh came through The North East Frontier Agency Panchayat Raj Regulation, 1967, which was amended subsequently in 1970 and 1972. But slowly this too was running out of steam, finally it was the 73rd Amendment of the constitution of India in the year 1992 which gave a statutory status to the Panchayati Raj and thereby a clear roadmap of Panchayati Raj in India. The Arunachal Pradesh Panchayat Raj Act, 1997 based on which entire Panchayat activities are being carried out since then is the outcome of 73rd Amendment of the constitution of India. Slowly but surely things have started coming to shape over these times, and in times ahead we would hope to see Gram Swaraj as envisaged by Mahatma Gandhi in letter end in spirit.
The key factor to proper functioning of Panchayati Raj that we often fail to realize
is the free & fair elections and enthusiastic participation of all without prejudices
in the name of cast, creed & clan. But I am afraid that we have been failing in this
basic process to elect a capable person due to which in most places Panchayat is
either defunct or run de facto by spouses/relatives. Because of wrong selection and
election of candidate, we often see Panchayat members functioning from their cozy
residences in Itanagar rather than stationing themselves in their villages that they
had promised to serve and on which promise they were elected by the innocent villagers.
A very wrong trend that we are seeing in Panchayat elections these days is the massive
flow of money, the sources of which are often doubtful. The innocent villagers are
mesmerized not by the oratorical skills or social contributions of the candidate
but rather by glitter of money and materialistic promises which are conveniently
forgotten once the elections are over. If one has such a huge unaccounted disposable
income, a sage advice would be to invest in some charitable works in villages to
improve the quality of life there. People would actually remember you more for philanthropic
works than distribution of money to buy votes. But the worst of all that we are seeing
in recent times are involvement of officers and govt officials in election activities.
How do we rate the officer who goes undercover every evening to campaign for this
or that candidate? We salute those officers who have dared to resign and come out
in open to serve the people. We would very much appreciate if every Government servant
follows this golden rule and resign from their services to test their political ambitions

It's time we introspect and give deep thoughts on wrong trends that we are setting for future generations to follow. Besides immediate individual benefits let’s give a thought on greater common good of the society and villages that we live in. Let's give a thought before polluting the serene atmosphere of villages lest the vices poured in for immediate political gain of few may boomerang in times to come and thereby suffocate the future generations in one’s own home and villages. Let's all ponder before it’s too late.

The creative people are yet to find space in Arunachal
Dear Editor,
Through the column of your esteem daily I want to make an appeal to our government for the development of our state in the field of music, multimedia and mass communication.
It has been proved that these days’ talented people belonging to the field of art, music, multimedia and mass communication have big scopes.
People of our state have great potential in all of these streams but we lack the technical as well as social support in these streams. Education is a must, but apart from education these are the things that can not only build many great personalities but also will bring laurels to our state. ''Journey of a thousand miles begins with a single step'', and so shall we. But the steps we are moving with are of tortoise's steps, our people most obviously the teenagers which are the base of the new Arunachal Pradesh are very keen to take big jump in this regard.
The tenacity of our young people are no less than any other in the world but due to the lack of availability or say opportunity we are suffering.
I am not the only one but all the teenagers of Arunachal Pradesh want to put this request forward to our Government to improve these sectors.

Historical facts should not be ignored

The existence of present Vijaynagar is the sole credit of the inspector General of Assam Rifles, Ajit Singh Guraya who was attracted by the diary of G.D.L Miller a British Officer who lead a rescue expedition from fort hertz (Myanmar) on the 10th day of May 1942 to Dapha Bum (a Hill near Miao) on the 4rth June 1942 Via Chauken Pass (near Vijaynagar). As per his diary “Over a hundred miles only was there no trace of man, but mammals and even birds life was conspicuous by its absence”. Hence IGAR, under took a historic aerial survey on the month of October 1960 and in the year of 1961 an expedition was sent under the Commandership of Major Sumer Singh and on 1st December1961 hoisted the Indian National Flag and Chauken Valley(present Vijaynagar) become a part of our Country.
The majority of Jawans of the expedition belonged to Gorkha Community, then and therefore Government of India ordered them not to come back rather and to settle over there on service to check antinational elements and illegal immigration. Accordingly, the Government of India approved the settlement scheme by the most loyal people of Assam Rifles vide ltr Dtd 22nd January 1964 New Delhi and have done their settlement with promise to provide various kinds of facilities such as good education, good transportation, commercial sources for income, Government jobs etc etc, but since the day and date of their settlement they are fighting with problems and still there is no road communication which is an essential part for human development.
What is the reason of urgency settlement plan at Vijaynagar by the Government? Why only Assam Rifles personnel? Why not others?
Phuyosa Yobin, an advocate in the same column of this daily 19th and 22nd day of
February 2013 regarding issuing of the PRC to the Gorkha Community who has settled
at Vijaynagar had written “10 years from now we may wonder, what we have done?”He
means to say that PRC should not be issued to the Gorkha Community whose settlement
has been done by the Government with promises to provide various kinds of facilities
to them. At least know the fact before jotting down any comments and such comment
should not mislead the people. My sincere appeal to the Government and also to all
Communities of Arunachal Pradesh is that kindly do proper investigations of the settlement
provision at Vijaynagar. As per my knowledge granting of PRC to the Gorkha Community
of Vijaynagar is creditable and justice able as these people has been guarding Vijaynagar
since 1961 without incurring any profit. And as per the instructions and mission
of the Government of India they have been maintaining the state-
I think there will be no doubt to say that the present Vijaynagar is the outcome of their entire efforts and result of the hard work in compliance of the Government specific mission. One should not ignore the fact and true history of the Vijaynagar, whereas eye witnesses are still alive.
