A new era beckoning for capital citizen

Solid waste management plant inaugurated by CM

ITANAGAR, Mar 7: Chief Minister NabamTuki inaugurated the Urban Development Department’s ambitious project for solid waste management at Chimpu, near here today.

“Personally this is a dream come true for me. Now the smoking garbage dumps welcoming visitors to the state capital will be a thing of the past,” Tuki said in his brief address at the inaugural function while congratulating the engineers and officials of the UD department for finally completing the project.

Tuki, during his tenure as Minister of UD sometime in 2006, had the opportunity to visit a similar project in Shillong undertaken by the Anderson Biotech Pvt Ltd. Since then he had been pursuing to set up a solid waste management plant in the state capital keeping in view its fast growth rate.

Finally, he dedicated the plant to the people today as the Chief Minister, which he had initiated as the Urban Development Minister.

The plant constructed with an estimated cost of Rs 1194.38 lakhs under JnNURM can process 50 MT of bio-degradable waste per day turning it into useful resources like compost. This compost will be further enriched and formulated separately to meet different market needs.

The compost, which will be the end product of the processed biodegradable waste, will have the brand name of ‘Bioplus’. This would be an organic matter that will be used as fertilizer or as soil amendment.

The non-biodegradable waste excluding recyclables will be sent to a Secured Landfill facility built according to laid down guidelines of Government of India. The department plans to market recyclable wastes like plastic and paper to minimize the waste going to the landfill.

According to official information, waste will be collected in specially designed vehicles and transported directly to the waste disposal site. Apart from the existing fleet of vehicles, the department has newly acquired dumper placers, dumper placer containers, refuse collectors to collect street sweeps and primary collection vehicles for door to door collection.

The complete project is a comprehensive solid waste management system with an end-to-end solution with appropriate interventions at each stage of the cycle, each component being fully integrated with the entire process – from its generation to final disposal.

The plant will be run by the Shillong based Anderson Biotech Pvt Ltd, which also undertook its construction and installation, on turn-key basis for three years by paying a fixed revenue per annum to the State Government.

Present on the occasion were UD Minister Rajesh Tacho, Industries Minister TapangTaloh, UD Parliamentary Secretary PadiRicho, local MLA TechiKaso and MLAs AloLibang and Bamang Felix besides officials of UD and various other departments.

A team of engineer led by ErTabaTedir Chief Engineer cum director along withErGymarTachung deputy director, Er SC Maru UPO and ErKaptikApum AUPO worked dedicatedly to ensure that project is stand up to the expectation.

 

 

Measures taken to improve security for North East people

ITANAGAR, Mar 7: In a bid to curb incidents of crime against women and people from the northeastern states residing in the National capital, Delhi police has imparted special training to 37 representatives from the region to ensure their security.

With the aim of creating awareness and help people from Northeast, who are subjected to harassment, the Delhi police led by Joint Commissioner (Training) Robin Hibuhas ensured that measures are taken to protect them.

"During the training 32 student representatives from NE were selected as representatives of their respective states whom people from the region will contact in case of any emergency to coordinate with the police in case of any problem in Delhi," Hibu, an IPS officer from Arunachal Pradesh informed in a release.

The Delhi Police has initiated several measures for providing security to working women including, directions under section 144 to BPOs and Call Centers to drop the female employees at their homes, dedicated phone lines, PCR to drop stranded women to their homes after sun set, lady police help desk at all police stations, among some, besides fast tracking of rape cases, Hibu said.

"We are also planning to issue separate standing order procedure based on zero tolerance policy for the safety and security of NE students and others residing in Delhi besides appointment of Joint commissioner and Inspector General of police level officers as chief coordinators for security of NE citizens in Delhi," he said.

"We are also contemplating to introduce 155 emergency response vehicles (ERVs) patrol for assistance in crime prone areas and special training to the beat staff of North and South districts where maximum NE citizens are residing," Hibu added.

Four student leaders, namely Raskan Ngachonmi Jonah, Chairman Action Committee, Naga Students Union, Delhi, JotamTokoTagam, Joint Secy., Delhi AAPSU, Huten Alexander, Gen. Secy. NSUD, AbhijitSharmah, Gen. Secy. All Assam Students Association, New Delhi and NETV Chief Correspondent Luit Don were honoured by Delhi Police for their contribution during the exodus crisis in the month of October and for taking up the issues related to NE citizens and employees with authority concerned in the year 2012.

CoSAAP team calls on governor

ITANAGAR, Mar 7: A four-member team of Confederation of Service Associations of Arunachal Pradesh (CoSAAP) called on the Governor of Arunachal Pradesh at Raj Bhawan today and briefed him regarding various pending demands of the State Govt. employees as entitled on implementation of 6th CCS (Revised Pay) Rules, 2008.

After a patience hearing, the Governor has assured the CoSAAP team that he will apprise the issues with the Chief Minister in an appropriate time for taking a decision on merit basis without affecting the state finance situation.

On the other hand, he has emphasized on improvement of work culture, discipline and hard working amongst the govt. servants for betterment of the common masses of Arunachal Pradesh and said that he is always supportive to state govt. and good wishes for its employees and people.

CoSAAP has been demanding for release of adhoc bonus for non gazette employees, enhancement of retirement age, grant of transport allowance, house rent allowance, children education allowance, LTC as per all India norms, grant of Rs.1000 per month as medical allowance with provision to reimburse genuine operation cases, indoor patient expenses etc., review of lateral entry system in APCS (EG), creation of more supporting posts in district administration centre and among others.

Meanwhile, Pate Marik, Secretary General, CoSAAP has empathetically apprised the Governor that the state govt. officers and officials during the month of February and March every year have to work under insecure conditions and tremendous pressure due to threatening from various individual/groups stated to be unemployed youths demanding for cash or awarding supply/contract works. “Officers are working under tremendous pressures from such pressure groups and as such employees and their family are physically and mentally tortured. There have been some cases of physical assault and destruction of govt. properties by such pressure groups,” the CoSAAP Secretary General claimed and appealed to the governor to empress upon state govt. authorities to provide adequate security in the govt. offices and official residences during March every year so that employees could discharge their duties without feeling insecure.

The Governor has assured to take up the matter with authority concerned for prevailing peaceful working atmosphere.

 

 

 

Women from India demand for end to gender violence as 57th session of UN Commission on Status of Women starts

ITANAGAR, Mar 7: 1 Billion Rising campaign states, “One in three women on the planet will be raped or beaten in her lifetime”.

According to UNDP,  72 million children, 54 per cent of them girls, are out of school and about a billion women fall short of economic potential.

According to UN observation 50 per cent  of women who die from homicides worldwide are killed by their current/former husbands/ partners.Women perform 66% of the world’s work, produce 50% of the food, but earn only 10% of the income. According to World Bank, “Eliminating all forms of discrimination against women in employment could increase productivity per worker by up to 40 percent".

Feministing states 40% of the child soldiers of the world are girls. 26 million people are forced to flee their homes every year due to armed conflict.

UN Women status states approximately 250,000 to 500,000 women and girls were raped in the 1994 Rwandan genocide and in eastern Democratic Republic of Congo, at least 200,000 cases of sexual violence, mostly involving women and girls, have been documented since 1996, though the actual numbers are considered to be much higher.

In North East India, armed violence has taken its toll on the very notion of “normal civilian life” and led to innumerable instances of violations committed against civilian populations particularly women by both state and non-state actors. In most operations, be they cordon and search, combing, arrests, searches, or interrogation, the armed forces have, under the aegis of the Armed Forces Special Powers Act, 1958 (AFSPA) done away with the basic, minimal safeguards accorded to women suspects by the Criminal Procedure Code as well as the SC directives. Arrest by male security personnel, interrogation in army camps and police stations, torture and sexual abuse including rape by security personnel in custody has become routine.

In Jammu & Kashmir mass rape of Kashmiri women by security forces was first documented in the Chapora (Srinagar) mass rape incident on March 7, 1990. Violations of women have also been reported from non-state groups. The Hmar Women Association (HWA) submitted a memorandum to  government where “the plights of Hmar tribal women in Tipaimukh sub-division of Churachandpur, Manipur, India  who were raped and molested by two armed groups during January 2006.

In short women are facing violence and discrimination both in conflict as well as non conflict areas and the number is increasing.

At the backdrop of recent rise of women in India and around world on ending violence and the convening of fifty seventh session of UN Commission on Status of Women (CSW), Manipur Women Gun Survivors Network and Control Arms Foundation of India are hosting a  panel discussion on the theme "Six Decades of UN Commission on Status of Women: Status of Women Now Worldwide and Evolving New Strategies to Ensure Elimination & Prevention of all Forms of Violence against Women and Girls"  today at New York.

Act proactively to attain goals of the Govt.: DC

AALO, Mar 7: In response to direction from State Chief Secretary exhorting the district administration to act proactively to attain the goals set by the Govt. as well as to take the administration to the doorstep of the common people, the West Siang Deputy Commissioner MarnyaEte yesterday convened a meeting of administrative officers, police and HODs of the district to involve them in desired delivery system and implementations of Govt. policies.

Various issues pertaining to check gate inspection, revenue drive, construction of mini-secretariat, employment generation and skill development, beneficiary selection under various programmes, review of project under PM package, land allotment, online issue of IPL, data based habitual offenders, installation of CCTV at check gates, officers presence in the district and conduct of review meetings in the district and many other key issues were taken up with various HODs for effective implementation of the various programme and policies of the govt. He asked all the HODs to keep in touch with district administration for all people- centric policies and programmesand time bound implementation so that fruit reaches to desired goal. The month of March is a peak month for all HODs and asked officers not to leave station without intimation as such practice creates communication gap. Responding to various problems raised by the HODs like donations, intimidation in the month of March, the DC asked all HODs to report such matter to police and administration for prompt action.  DIPRO

 

 

 

Take up rubber cultivation to boost rural economy: Governor  

ITANAGAR, Mar 7:  Governor JJ Singh today advocated taking up rubber cultivation on a mission mode to boost the state’s rural economy.

His advice  came when agro gramin united chairman Likha Maj accompanied by agun adviser Pradeep Kumar called on him at Raj Bhawan here to apprise him of the firsthand experience he gained during his recent study tour to Kottayam, the rubber hub of Kerala.

While appreciating Maj for his personal initiative in launching agri-horticulture movement a decade ago and now supplementing the efforts of the state government in giving the required direction with the help of Rubber Board of India, the governor opined that if rubber could spruce up the economy of Tripura, “why not Arunachal Pradesh with its vast unutilized but suitable land for the purpose?”   

When Maj pointed out that tea cultivation had become a movement after the governor took keen interest in the sector in 2008, a visibly happy governor said that anything achievable and doable should done in the larger interest of the people, and endorsed the idea that technical guidance of RBI would hold the key to success in rubber cultivation.

Assuring to seek the help of Union Trade & Commerce Minister Anand Sharma to give a new thrust to rubber cultivation, he asked his secretary Ankur Garg, who is also planning secretary, to take up the matter with the chief secretary.

Maj informed that Chief Minister Nabam Tuki on submission of his report Monday had given specific direction to the CS as rubber cultivation is a priority of his government, and had extended invitation to RBI chairman Sheela Thomas to visit the state with a technical team on April 7 next.

In his report, Maj suggested that the RBI should be involved through an institutionalized system to impart technical guidance to intending rubber growers to take up block-wise cultivation and help in the transfer of ‘lab to land’ know-how to ensure success the way Tripura earned Rs 500 crore revenue last year from rubber alone.

If cultivated systematically with the joint efforts of the GoAP and RBI, the GoAP subsidy of Rs 5 crore with RBI subsidy could help cultivate rubber un 1,000 hectares, Maj said, adding he has taken up cultivation in 200 hectares.

 

 

 

Students are the future of society: Sonam

ITANAGAR, Mar 7: The 8th Pre-Mopin festival was celebrated in a befitting and grand manner at Donyi Polo Government College Kamki, West Siang district yesterday.  Arunachal Pradesh Building & Other Construction Workers Welfare Board (APB&OCWWB) Chairman JalleySonam attended the programme as chief guest.

Speaking on the occasion, Sonam said, “Students are the future and they are the guardians of the society with tremendous responsibility to see that injustice, inequality, oppression; exploitation, corruption, misuse of public money and various social evils, which create a bad atmosphere in society, etc are done away with.”

"Youths are not only the leaders of tomorrow, but also the partners of today,’’ he added while exhorting the students to fight against various social evils like child marriage and other major issues to make the society a better place for living.

While highlighting the importance of education, Sonam lauded the present state government under the Chief Minister NabumTuki for giving top priority in education sector. He called upon the students to make use of their available time in studies to excel in their chosen fields of studies.

Upper Subansiri DC inspects airfield site

DAPORIJO, Mar 7:  Upper Subansiri Deputy Commissioner Tahang Taggu along with Land Revenue & Settlement Officer (LR&SO) Tara Raji visited Jeram, Batak villages and inspected the site for Airfield at Rinpu-Yorlo and DamakDuwa.

Impressed by the proposed airfield site, the DC said that it could be one of the best and beautiful airfields on earth, if it is approved and properly developed by the Airport Authority of India (AAI). He urged LRSO and his team to prepare a survey report and sketch map of both the sites for onward submission to the government and AAI with a proposal.

Interacting with the head gaonburah, baonbura, panchayat members, public and youth of the Jeram, Batak, Motu and Patum villages, the DC appealed them to co-operate with the district administration for all round development of their area. As a Deputy Commissioner, his first and foremost duty is to serve the people up to their expectation and to work for the upliftment of poor and down trodden.

Responding to the memorandum submitted by RukpakJeram, Chairman, JBMPWA, the DC appreciated the points highlighted in the memorandum and assured to look into the matter. He informed that the district administration has already banned hunting of wild animals, birds, illegal fishing and destruction of flora and fauna.

JaliJeram, spoke on behalf of the people of four villages said that they are ready to donate land for airfield if AAI accepts the proposal.

Duma Yekar, ZPM Sigin-I appealed to the people of the four village to take full advantage of the Nirmal Bharat Abhiyan.

A Ratan, Circle Officr, HQ appealed all the public and youths of the villages to be vigilant and report illegal hunting of wild animals, fishing and destruction of flora and fauna in their area to the authority. He also appealed them to discourage such illegal activities in their area and not to give shelter to the anti-social elements rather they should inform to the District Administration for prompt action. Block level workshop on rural drinking water management

KHONSA, Mar 7: The final leg of the year-long block level workshop on ‘management of rural drinking water supply and sanitation—role of PRIs and field test kit (FTK) training organized by Public Health Engineering and Water Supply Division, Khonsa yesterday here.

Altogether 170 participants, including officers and officials, PRI leaders, teachers etc. attended the training cum workshop.

Resource person Dr T Matey explained in details the relationship between health, water and sanitation through PowerPoint presentation. He informed that 80% of the disease is caused by drinking of contaminated water and 90% of disease in Khonsa is found water borne. Moreover, many of the diseases in rural areas are caused due to poor sanitation practices. He advised the participants to maintain good health through goo hygienic practices.

DoiTarak, Consultant, PHE & WS Division, Khonsa highlighted the role of PRI/ VWSC in the management of drinking water supply and sanitation through PowerPoint presentation. He informed that NRDWP is nation's flagship programe meant for potable water supply while TSC/NBA is for sanitation.

For effective implementation of the programmes, there is need for involvement of PRIs. Accordingly, NRDWP guidelines recognize and make a provision to hand over the responsibility for operation and maintenance of intra village drinking water supply system to PRIs. To achieve this goal of drinking water security, the VWSC (A village level standing committee for water & sanitation) are to take necessary training and technical support from Block Resource Center (BRC) and District Water and Sanitation Mission (DWSM) so that they can mobilize & educate communities.

Highlighting the water quality, he disclosed SODIS (Solar Disinfection) technology, chlorination and boiling can be used for disinfection of water. However, these methods are not ideal for chemical contamination of water. In such cases FTK is required for the testing. He also informed on how to collect water sample and what parameter to be tested using Field Test Kit (FTK).

YK Singh, AE, PHESD, Khonsa gave detail note on composition and functions of VWSC, BRC, DWSM & SWSM through PowerPoint presentation. He also advised to share whatever they learn from the training to everybody for full involvement of mass in achieving people centric nation's programme for water and sanitation. He added that if water is life then sanitation is health.

Attending as resource person, TesahTangjang spoke on concept and component of sanitation through PowerPoint presentation. He informed that there are seven components of sanitation viz: handling of safe drinking water, proper disposal of waste water, proper disposal of human excreta, disposal of garbage and animal dungs, home sanitation and food hygiene, personal hygiene and village sanitation/ environment sanitation.  

Resource person GangphenBangyang detailed about different types of low cost sanitary toilets through PowerPoint presentation along with portable models. He encouraged the gathering on construction of pour flush toilet in elevated house instead of pigsty toilet and sought to popularize it as Sanitary Arunachal Toilet(SAT).

WangjatKuma, ZPM encouraged the participants to take maximum benefits out of the training programme.

NonglinNgowa, Laboratory Technician (LT), PHE & WS Division, Khonsa and LilimaiDeka, LT, PHESD, Deomali gave demonstrative training on how to use and measure the chemical reagents while handling the Field Test Kit(FTK) for water quality testing.  

All the trainees were distributed IEC matrials (Calender, post card, leaflet, booklets, and folder with sanitary message) and FTK in GP wise.

Chairing the programeLorangLoham, ZPC, Khonsa encouraged the participants to give importance and attention to such kind of training for the welfare of community.

Altogether, 800 trainees have been trained on management of drinking water, sanitation & FTK training.  FTKs were also distributed in all the GPs of the districts along with around 8000 IEC materials.

The program at Khonsa marked the last part of block level workshop conducted successfully in all the blocks of Tirap and Longding districts with team headed by LikhaTekhi, EE, PHE & WS, Khonsa. DIPRO

 

 

One beaten up at Ziro, arrest of assaulters demanded

DAPORIJO, Mar 7: A person from Daporijo was mercilessly beaten up in the office chamber of PWD Ziro division by a group of person while he came to participate in tender bidding under recent SPA scheme of Raga PWD Sub Division. This was stated in a complaint lodged at Ziro police station.

Upper Subansiri ANYA president Komji Murtem alleged that a group of persons entered office premises, brutally beaten up  and snatched valuable  tender documents and cellphone from a person at around 10.45 am on March 4 who came from Daporijo to procure information and  participate in the  tender bidding.  Later the injured person was rushed to Ziro hospital for immediate treatment.

Two leaders of the group have been identified and FIR was lodged against themon same day under 341/325/34IPC,case no.B/13 , but no arrest was made and duo were found actively participating in the tender process after the complaint lodged at police station,he added.

Meanwhile, ANYA Upper Subansiri district president informed that despite written complaint lodged to Lower Subansiri Deputy Commissioner to cancel the schedule tender date after witnessing the tense  situation but tender bidding has been actively going on.

He, however, appealed the higher authority to look into the matter of tender being processed  at the Ziro Division since there are  loopholes and chances of malpractice in the tender process.  He further informed that he had already appealed the govt.to re-advertise the tender giving enough time for participants in tender process. The said tender was notified on February 23 and issuing of paper started from Feb 25 to 28 wherein on  Feb 26  and  27 no staff was present in Raga PWD sub division.

 

 

Awareness workshop on GePNIC

ITANAGAR, Mar 7:  The 2 daysawareness workshop titled, “Government e-Procurement System of National Informatics Centre” (GePNIC) started at Science Centre Auditorium, IG Park, here today.

The workshop was inaugurated by the Chief Secretary, Dr. HKPaliwal, in the presence of the Secretary IT, Engineer GakenEte, Director IT Subrata De Sarkar and other eminent officers of the various departments of the State.

In his inaugural speech, the Chief Secretary mentioned the need for implementing a system to bring in transparency and accountability for all tendering processes within the State as well as the country as a whole. He also emphasized on various virtues of implementing such a system and urged all the officers to reap the benefits of the workshop. The Secretary IT in his welcome address apprisedthe various initiatives taken up by the State and requested all departments and officers to take advantage of the e-Procurement workshop for future implementation of the GePNIC in their course of work.

GePNIC is an e-Procurement software product of NIC, developed for the Ministry of Commerce, Government of India (GoI) as a Mission Mode Project under the National e-Governance Plan. It is a mandate of the Government of India to implement this project across all the States and Union Territories of the nation.

Thus, with the intent of achieving this goal, the current Awareness Workshop has been initiated for the State of Arunachal Pradesh.

The e-Procurement Mission Mode Project is a solution for procurement needs via e-platform giving control the procurement activity. Essentially, this is a service under the NeGP from the GoI to implement technological advances in IT into the field of procurement for various products/services for the various departments within the Government of India.

The NeGP envisages diverse endeavours which are Internet based end-to-end G2B (Government to Business) solutions are based on robust platforms and are primarily targeted for buying the goods and services through quotation (RFQ/RFP), tenders (LIMITED, LCB, NCB, ICB), catalogue based buying, reverse auction and selling the goods through tender-cum-auction.

Finer details of tendering like creation of dynamic vendor database, tender notification and corrigendum announcement, distribution of tender document, submission of sealed tender document to the secured electronics tender box, tender opening in stages, techno commercial evaluation, auto generation of comparative statement, negotiation, award, management of tender contract operations and re-tendering are supported on real time interactive environment.

These highly secured solutions automate the entire manual system with the commitment to transparency and confidentiality of the tendering system.

Best educationist award for Dada

ITANAGAR, Mar 7: Social worker and chairman of Arunachal Community College Demo Dada has been conferred the ‘Best Educationist Award”by International Institute of Education and Management in Association with ISC in recognition of his extraordinary contribution to the field of education in Northeastern region, particularly Arunachal Pradesh.

Dada received the award from Dr. Bishma Narain Singh, former governor and ex-central minister in a function at New Delhion February 23 last.

Joginder Singh, former CBI Director, Justice OP Verma,former  governor of Punjab,  Dr. GVG Krishnamurthy, former Election Commissioner of India, OP Saxena, President of all India Lawyers Forum were present on the o occasion, among others.

 

Protect the interest of indigenous tribes in Lohit: SUMA

ITANAGAR, Mar 7:Students Union Movement of Arunachal Pradesh (SUMA) has urged the Chief Secretary of Arunachal Pradesh to take effective measures for solution to grievances of indigenous tribes of Lohit district.

In a representation addressed to the Chief Secretary, SUMA, while referring to joint public memorandum submitted on February 18 last, said that the Chakma refugees have created terror and disturbed the  prevailing  law and order.

Pointing out the recent gang rape of a minor girl, kidnapping of a school principal, the SUMA said that  grievances of  many organisations like All Tai Khampti Singpho Council, All Tai Khampti Singpho  Students Union remained unheard till date. It further appealed the authorities  to expedite the  activities of recently constituted Joint High Power Committee (JHPC) on Chakma issue in greater interest of affected people.

 

HM clarifies

ITANAGAR, Mar 7: The headmaster of Govt secondary school, Mengio came out with a clarification regarding reported non-possession of admit cards by the students appearing the CBSE class –X (SA-II) exams.

Apparently reacting to a news item published in this daily on  March 2,  headmaster  Nabam Reekam clarified that the  CBSE exam fees collected from 12 candidates was sent to CBSE Regional office, Guwahati vide D.D No "496363" Dated 17th Nov 2012, along with the examination form for board base SA-II Exam 2013. However, when the admit cards of the students  did not reach at Exam Centre, Yazali on right time, the matter was enquired at CBSE website and found that “it was mistakenly clicked on school Base SA-II exam i.e Scheme-I instead of Board Base SA-II exam during online submission of Exam form,” the headmaster  said adding “as soon as it was found in website the matter was intimated to students, Director of School Education, Itanagar and the CBSE Regional Office Guwahati for further necessary action.”

Meanwhile,as per CBSE guideline, the Director of School Education has directed to conduct school base SA-II Exam 2013 with effect from March 18, for which question papers will be supplied by CBSE and exam will be conducted at School level, the headmaster informed.

While regretting the inadvertent mistake, the headmaster appealed all the parents, students, guardians and general public  to co- operate for systematic conduct of examination.

 

ALSU opposes JHPC on PRC issue

ITANAGAR, Mar 7: The Arunachal Law Students Union (ALSU) has strongly opposed the constitution of Joint High Power Committee (JHPC) by the state govt. to examine the cases of issuing PRC to non APSTs residing in the state.

Questioning that as to why non APSTs should get PRC in Arunachal Pradesh, ALSU president TadarTarish, in a release expressed the apprehension that once PRC is issued to non-APST residing in the state, there will be lakhs of non APST PRC holders in the state within couple of years, which would create lots of trouble in future, especially to the coming young generation.

“Why and on what basis our state government is giving interest to examine the case of issuing PRC to the non APST,”? He questioned.

Alleging that the motive behind the move is to strengthen govt’s vote bank, ALSU appealed to all indigenous people of the state, students’ union, community based student’s organizations, NGOs etc. to stand united and fight for safeguarding our tribal land, customs and cultural of this peaceful land since the issue of PRC is not for the good of our state.

 

Dabii reacts

ITANAGAR, Mar 7: Senior Congress leader and Nari-Koyu MLA Tako Dabii today criticised his detractors without taking names for creating misgiving about the proposed Lower Siang district.

Dabii, nurturing his ailing wife at his native place, in a statement, said that the demand for the new district comprising Nari-Koyu and Likabali assembly constituencies started way back in 1994. The proposal was for temporary HQ at Nari or Likabali and permanent one at Siki Rima beyond Seren and Dipa villages on the foot hill area of East and West Siang districts.

He had made his views amply clear in various public platforms as none of the senior leaders including GBs and panchayat leaders from the area were against it. He alleged that those opposing creation of the new district were doing so as they belonged to opposition group of his constituency. However, he advocated that the district reorganization bill should take these genuine issues into consideration.

 

Union writes to PCCF

ITANAGAR, Mar 7: The All PakkeKessangPijeriang Dissing PassoSeijosa Students Union has written to principal chief conservation of forest appealing for scaling down of areas marked for proposed new buffer zone reserved for Pakke Wild Life Sanctuary for Tiger. Union claim many villages will fall under new buffer zone and it will lead to displacement of villagers.

The student feared that human-animal conflict may also grow if buffer zone is extended to new areas.

 

International Women’s Day

ITANAGAR, Mar 7: Arunachal Pradesh Mahila Congress Committee and Arunachal Pradesh Youth Congress Committee will jointly observe the International Women’s Day with the theme “Atrocity on women and women empowerment” at Rajiv Gandhi Bhawan here on March 8.

Arunachal Pradesh Women’s Welfare Society also organise cultural and literary activities  at Mahila Imdad Bhawan, Naharlagun to mark the celebration of the International Women’s Day.

 

Nyorak takes part in Ntl. conference of cooperative education  

ITANAGAR, Mar 7:  The Chief Executive Officer (CEO) of the Arunachal Pradesh State Cooperative Union (APSCU) G Nyorak represented Arunachal at the ‘national conference on cooperative education’ held at the NCUI governing council conference hall on March 5 at New Delhi.  The conference which was organized by the National Cooperative Union of India (NCUI) was attended by 12 number of chief executive officers/managing directors of different cooperative unions of the country. The conference focused on various strategies, importance project approaches, competency development through cooperative education and training etc.

Among others, Dr Dalip Singh, additional secretary of the Union ministry of agriculture and cooperative and Dr Chandra Pal Singh Yadav, NCUI president attended the inaugural function.   

 

Relief distributed

ITANAGAR, Mar 7: The fire victim of Boa village under ParsiParlo circle of KurungKumey district was given immediate relief by ZillaParishad member of 10thParsiParlo on 1st March. The ZPM distributed blanket, utensils and cash money to the victim.

 

Refresher training for in-service teachers

ITANAGAR, Mar 07: Five days refresher training for in-service teacher organized by Pedagogical Cell of DLMC (SSA), Lohit began at BRC, Wakro today.

Attending inaugural session of the training, Dr. BK Nath, Principal of IGG College, appealed to the trainee teachers to learn from the training and serve the society in a better way.

DaktoRiba, EAC, Wakro advised the teachers to attend the training seriously, as they are getting the training at their own area and the resource persons are coming from Tezu.

VS Tiwari, District Pedagogy and Training Coordinator (SSA), Lohit elucidated the aims and objective of the programme while key resource person SC Pradhan, Associate Professor, IGG College, Tezu spoke on capacity building and quality education on the inaugural day today.

The training is being attended by 65 teachers.

 

State BJP leaders call on party chief

ITANAGAR, Mar 7: The State BJP president Tai Tagak and general secretary BR Wage called on Party’s national president Rajnath Singh and general secretary Ram Lalji in New Delhi yesterday and apprised them about the overall situations of Arunachal Pradesh.

The duo along with former minister LichiLegi also met other central leaders and apprised them about ‘external as well as internal security threats, deteriorating law and order situation and corruption.

The Central leaderships have also been informed about the people’s concern over China’s mega dams on Brahmaputra River in Tibet, the urgent need of all weather road connectivity up to the last border outposts.

The party high command in the centre has welcomed the humble initiatives of the party’s new state leadership and assured them of full co-operation in the services of the people. The central leadership also assured the state BJP to raise the burning issues with the ministers concerned and at appropriate forums.

 

Arunachal chess players shine in 6th NE Rating Chess C’ship

ITANAGAR, Mar 7: All the participating chess players from Arunachal Pradesh, especially TabuDupit has shown excellent performance in the 6th North Eastern States Rating Chess Championship-2013, which concluded in Imphal, Manipur today. Dupit scored a total of 7 points from 10 rounds.

The Arunachalee players have even defeated some FIDE rated players in the championship, informed All Arunachal Pradesh Chess Association.

Defending champion and Fide rated player ShantanuBorpatraGohainand ChakriLombi Singh of Manipur were sharing equal points (8 points) after end of the penultimate round.

A total 301 players from eight NE states (nine from Arunachal Pradesh), participated in the championship.

L/Subansiri lifts Subroto Cup

PASIGHAT, Mar 7: Lower Subansiri (Ziro) boys won the 3rd State Level Subroto Cup Football defeating West Siang (Basar) 2-1 at General Ground here yesterday. The winner will represent Arunachal Pradesh in the national level Subroto Cup football.MihinPullo’ scored two goals for Lower Subansiri.

Veteran footballer and retired Joint Director K Yirang, SDO N Kumar, local officers, leaders, students and general public enjoyed the final match.

Speaking on the occasion, Yirang advised all the players participating in the final match to maintain discipline and sportsman spirit. He stressed the need for developing more sports infrastructure to groom the budding players. Yirang handed over the trophies to the winning and runners up teams. Mahila Cong organizes rally at Kanubari

ITANAGAR, Mar 7: The District Mahila Congress Committee of undivided Tirap district has organized a first ever district Mahila Congress rally at Kanubari, a border town under Longding district on March 5 in a befitting manner. Thousands of Mahila Congress workers with their traditional attires took part in the rally. The main objective of the rally was to generate awareness among the women community of the district in politics and for right to education among the girl child. PWD Minister Chowna Mein graced the rally as chief guest.

Earlier on March 4, the organizer presented a colourful cultural show for the VVIPs and other dignitaries present from the state Capital, local elders and Panchayat leaders.

DRDA staff reiterates demands, threatens stir

ITANAGAR, Mar 7: All India DRDA Employees Association of Arunachal Pradesh State Unit has reiterated its charter of demands and urged the state Govt to fulfill it within March 11.

In an appeal letter to Governor and other authorities concerned, the AIDRDASWA –AP resented that it had submitted  charter of demands earlier urging the Govt to initiate action within March 10, but there is no any positive response from the state Govt till date. The Association AP unit   further said that it will  have no other option but to launch a massive five days pen/tool down strike from March 11  in all DRDAs as its first phase of agitation if the Govt fails to fulfill its charter of demands within March 10.  This will be followed by indefinite strike.

The demands of the DRDA staff include immediate absorption of DRDA employees of Arunachal Pradesh into state Government, effective mechanism for release of regular salary of the DRDA employees, enhancement of fund under DRDA administration for compulsory gap-management as per DRDA administrative guidelines and timely release of state matching share.

Facts about women and hunger

The United Nation’s World Food Programme has listed out ten facts about why women empowerment is necessary to tackle hunger and malnutrition. Women are often victims of hunger. They also have a crucial role to play in defeating hunger. As mothers, farmers, teachers and entrepreneurs, they hold the key to building a future free of malnutrition.

Here are some reasons why empowering women is such an important part of WFP’s work.

In developing countries, 79 per cent of economically active women spend their working hours producing food, working in agriculture. Women are 43 per cent of the farming work force. 

Yields for women farmers are 20-30 per cent lower than for men. This is because women have less access to improved seeds, fertilizers and equipment.

Giving women farmers more resources could bring the number of hungry people in the world down by 100 - 150 million people. 

Surveys in a wide range of countries have shown that 85 - 90 per cent of the time spent on household food preparation is women’s time. 

In some countries, tradition dictates that women eat last, after all the male members and children have been fed. 

When a crisis hits, women are generally the first to sacrifice their food consumption, in order to protect the food consumption of their families.

Malnourished mothers are more likely to give birth to underweight babies. Underweight babies are 20 percent more likely to die before the age of five.

Around half of all pregnant women in developing countries are anaemic. This causes around 110,000 deaths during child birth each year.

Research confirms that, in the hands of women, an increase in family income improves children’s health and nutrition.

Education is key. One study showed that women’s education contributed 43 per cent of the reduction in child malnutrition over time, while food availability accounted for 26 per cent.

Panchayat leaders should be from village based

Dear Editor,

Through your esteem daily would like to share few things with my fellow citizen. No democracy can be complete without empowering its people, and for a country as diverse as India it is all the more important to put in a system wherein people are empowered down to the villages. Gram swaraj as advocated by Mahatma Gandhi or Panchayati Raj that we see today is the answer to such a set up of our country which ensures that democracy & development percolates down to the grass root level.

Along with rest of the country Panchayati Raj in Arunachal too has a chequered history. Traditionally we had local councils of different pattern in different tribes of our state to settle disputes and initiate community works at village level. However, these councils suffered a steady decline later under British rule. Nothing changed much post independence either. A clear shape to local self governance in the form of Panchayati Raj in Arunachal Pradesh came through The North East Frontier Agency Panchayat Raj Regulation, 1967, which was amended subsequently in 1970 and 1972. But slowly this too was running out of steam, finally it was the 73rd Amendment of the constitution of India in the year 1992 which gave a statutory status to the Panchayati Raj and thereby a clear roadmap of Panchayati Raj in India. The Arunachal Pradesh Panchayat Raj Act, 1997 based on which entire Panchayat activities are being carried out since then is the outcome of 73rd Amendment of the constitution of India. Slowly but surely things have started coming to shape over these times, and in times ahead we would hope to see Gram Swaraj as envisaged by Mahatma Gandhi in letter end in spirit.

The key factor to proper functioning of Panchayati Raj that we often fail to realize is the free & fair elections and enthusiastic participation of all without prejudices in the name of cast, creed & clan. But I am afraid that we have been failing in this basic process to elect a capable person due to which in most places Panchayat is either defunct or run de facto by spouses/relatives. Because of wrong selection and election of candidate, we often see Panchayat members functioning from their cozy residences in Itanagar rather than stationing themselves in their villages that they had promised to serve and on which promise they were elected by the innocent villagers. A very wrong trend that we are seeing in Panchayat elections these days is the massive flow of money, the sources of which are often doubtful. The innocent villagers are mesmerized not by the oratorical skills or social contributions of the candidate but rather by glitter of money and materialistic promises which are conveniently forgotten once the elections are over. If one has such a huge unaccounted disposable income, a sage advice would be to invest in some charitable works in villages to improve the quality of life there. People would actually remember you more for philanthropic works than distribution of money to buy votes. But the worst of all that we are seeing in recent times are involvement of officers and govt officials in election activities. How do we rate the officer who goes undercover every evening to campaign for this or that candidate? We salute those officers who have dared to resign and come out in open to serve the people. We would very much appreciate if every Government servant follows this golden rule and resign from their services to test their political ambitions - as candidate or as worker.

It's time we introspect and give deep thoughts on wrong trends that we are setting for future generations to follow. Besides immediate individual benefits let’s give a thought on greater common good of the society and villages that we live in. Let's give a thought before polluting the serene atmosphere of villages lest the vices poured in for immediate political gain of few may boomerang in times to come and thereby suffocate the future generations in one’s own home and villages. Let's all ponder before it’s too late.

The creative people are yet to find space in Arunachal

Dear Editor,

Through the column of your esteem daily I want to make an appeal to our government for the development of our state in the field of music, multimedia and mass communication.

It has been proved that these days’ talented people belonging to the field of art, music, multimedia and mass communication have big scopes.

People of our state have great potential in all of these streams but we lack the technical as well as social support in these streams. Education is a must, but apart from education these are the things that can not only build many great personalities but also will bring laurels to our state. ''Journey of a thousand miles begins with a single step'', and so shall we. But the steps we are moving with are of tortoise's steps, our people most obviously the teenagers which are the base of the new Arunachal Pradesh are very keen to take big jump in this regard.

The tenacity of our young people are no less than any other in the world but due to the lack of availability or say opportunity we are suffering.

I am not the only one but all the teenagers of Arunachal Pradesh want to put this request forward to our Government to improve these sectors.

Historical facts should not be ignored

The existence of present Vijaynagar is the sole credit of the inspector General of Assam Rifles, Ajit Singh Guraya who was attracted by the diary of G.D.L Miller a British Officer who lead a rescue expedition from fort hertz (Myanmar) on the 10th day of May 1942 to Dapha Bum (a Hill near Miao) on the 4rth June 1942 Via Chauken Pass (near Vijaynagar). As per his diary “Over a hundred miles only was there no trace of man, but mammals and even birds life was conspicuous by its absence”. Hence IGAR, under took a historic aerial survey  on the month of October 1960 and in the year of 1961 an expedition was sent under the Commandership of Major Sumer Singh and on 1st December1961 hoisted the Indian National Flag and Chauken Valley(present Vijaynagar) become a part of our Country.

The majority of Jawans of the expedition belonged to Gorkha Community, then and therefore Government of India ordered them not to come back rather and to settle over there on service to check antinational elements and illegal immigration. Accordingly, the Government of India approved the settlement scheme by the most loyal people of Assam Rifles vide ltr Dtd 22nd January 1964 New Delhi and have done their settlement with promise to provide various kinds of facilities such as good education, good transportation, commercial sources for income, Government jobs etc etc, but since the day and date of their settlement they are fighting with problems and  still there is no road communication which is an essential part for human development.

What is the reason of urgency settlement plan at Vijaynagar by the Government? Why only Assam Rifles personnel? Why not others?

Phuyosa Yobin, an advocate in the same column of this daily 19th and 22nd day of February 2013 regarding issuing of the PRC to the Gorkha Community who has settled at Vijaynagar had written “10 years from now we may wonder, what we have done?”He means to say that PRC should not be issued to the Gorkha Community whose settlement has been done by the Government with promises to provide various kinds of facilities to them. At least know the fact before jotting down any comments and such comment should not mislead the people. My sincere appeal to the Government and also to all Communities of Arunachal Pradesh is that kindly do proper investigations of the settlement provision at Vijaynagar. As per my knowledge granting of PRC to the Gorkha Community of Vijaynagar is creditable and justice able as these people has been guarding Vijaynagar since 1961 without incurring any profit. And as per the instructions and mission of the Government of India they have been maintaining the state-quo of the area Vijaynagar with dedication and they have been enrolling in defence service in large numbers and serve the Country, since they already have proved themselves as one of the most loyal, brave and kind hearted Citizen of the state and the nation.

I think there will be no doubt to say that the present Vijaynagar is the outcome of their entire efforts and result of the hard work in compliance of the Government specific mission. One should not ignore the fact and true history of the Vijaynagar, whereas eye witnesses are still alive.
